Historians have examined Gibson's career in some detail, and his motives, role, and influence in Hawaiian history are reasonably clearly understood. Such is not the case with Robert W. Wilcox. His career was primarily as a political agitator, and he first came to public attention as a member of the legislature of 1880. He burst into the limelight in 1889 with his attempt to overthrow the 1887 Constitution, and thereafter he developed a reputation as either a patriot or a revolutionary demagogue, depending on one's point of view.
