These were locally integrated arrangements for the joint delivery of services to children and families – and included Education, Social Services, Leisure and – in some areas – Health. However, initial resistance from some local authorities to a specified local management and service structure led to the development being scaled down to ‘Children’s Trusts or other integrated arrangements’. Some 35 pilot trusts were set up to run for three years. Following the introduction of the 2004 Act, these pilots became part of a wider picture of integrated children’s services – with the merger of social services and education departments and the forging of partnerships with health agencies.
The notion of ‘normal families’ that are hard working and socially and economically connected to the mainstream brings with it the process of ‘othering’ those who fail to conform. Current policy agendas are increasingly concerned with the role of 38 Contemporary issues for preventative child welfare families in implementing central policies for parenting and childcare. The most marginalised of families are the focus of specific policy responses, in particular those families seen to consistently generate poor outcomes for their children.
We do research and policy for the real world, provide practical resources for people working with families and find out what matters most to families. Over time the aim is to ensure that problems can be identified and responded to sooner by an expanded, skilled ‘parenting workforce’ so that eventually fewer families will require the more highly specialised, intensive and costly forms of ‘help’.
