Vocational attainment and marriage/stable relationship are protective factors for older youth and young adults (Lipsey & Derzon), and thus appropriate proximate measures for this age group. Drug use and gang affiliation are both dynamic risk factors in that they can be changed by an intervention, and thus appropriate impact measures. Unfortunately, they require self-reports to measure with any degree of accuracy and thus are very expensive to obtain. A further problem with any self-report measure is that the intervention might change willingness to report a particular behavior (drug use) as well as change the behavior itself (Thornberry, 1998).

The policy trends and practices in delinquency prevention over the past 150 years have been driven largely by fads and wishful thinking rather than careful research and analysis. Yet the fashionable reforms and programs for juvenile delinquents have seldom had the impacts that their proponents promised. Even when an approach has demonstrated some degree of success, like the community-based work of Shaw and McKay described earlier in this chapter, it has often been discarded in the search for new and more innovative approaches.
